Who can do better than the military?&lt;br&gt;&lt;br&gt;For years, our agents have been secretly staged in countries where we want people to fight each other.  It is quite easy for these &#039;plain-clothed&#039; instigators to join form groups on the streets and lead the cheer.&lt;br&gt;&lt;br&gt;For example, I&#039;m certain a lot of the Afghanistan war with Russia was backed by these agents.&lt;br&gt;&lt;br&gt;The CIA can fight &#039;dirty&#039;.
