So are we.  &lt;br&gt;&lt;br&gt;If we truly wanted peace in the world the first action would be to leave the country we have just conquered to rule itself without our military present.  If we want to dominate the country and keep our &quot;war industry&quot; alive we will stay and Occupy, i.e. leave a &quot;peace keeping security force&quot; in place.  &lt;br&gt;&lt;br&gt;However in the second case, our military &quot;peace force&quot; becomes the catalyst for unrest and conflict. 		<description>The trouble with budgets and counterinsurgency is that, while it is &#039;easy&#039; to budget for conventional forces, the trick of counterinsurgency is coordination between the military and us/foreign political actors.  While budgets and clear goals are nice, ultimately governmental failure to coordinate policy across agencies hampers our counterinsurgency policy more than any equipment or staffing issues.</description>
