The Los Angeles Times reports further details on the EPA’s internal communications prior to Administrator Stephen L. Johnson’s refusal to let the state regulate greenhouse gas emissions from vehicles. The assumption, which I aired a few weeks ago, is that the White House put the kabosh on California’s regs because it’s hoping to avoid the larger implications: if you start regulating CO2 emissions from cars, power plants and other industries will have to follow.
