It is understandable that any self respecting spy will want to get the job done without any rules but those recognized in his trade, but in the US at least the Chief Executive sets the policy in the Executive Branch.<br><br>I also believe that those at the CIA like most in the government are patriotic, hard working and intelligent, but they have a boss.<br><br>He is the President, and that means ALL parts of the Executive Branch, DOD, Justice, Treasury, Intelligence, etc. follow his direction. He is responsible; he is in charge.<br><br>The consequences of free play are no Constitution and Divided we fall.
