		<description>Does O&#039;Hanlon ever lay out exactly what his 11 benchmarks are?  The congressional benchmarks from last year numbered 18, I&#039;d like to know what was dropped.  From the above I get



- Provincial election law

- Long term oil law

- Kirkuk(?)

- Provincial Powers Act

- Federal funding for provincial governments

- Amnesty for Baathists

- Purging extremists from government

- Integrating Sunni militias into federal forces(?)



That leaves three unaccounted for.</description>
