The career members of the Foreign Service have reminded the transition team that many of the Clinton appointees were such bad managers and unpleasant to be around that State hasn't recovered from their eight years of mismanagement under the Clinton Administration. While the career Foreign Service may have not agreed with the Bush Administration's decisions, at least they didn't tear around the State Department screaming at people.
