Success Is A Well-Functioning Iraqi-Army Logistics Chain

Duncan Hunter! Basra isn’t a failure! Just because “they didn’t complete all the objectives they undertook”! I know, how unfair of the critics! The Iraqis “had to use their own chain of command, their own logistics capability…” so bully for them. A for effort, guys! “Today we see Iraqi forces that are standing of fighting, that are using that chain of command, that logistics capability.”

Does this guy even mean what he says? Is this cynicism? Opportunism? Or does he really have no idea what strategy is?
