If the government shuts down, which services will be shut off?

The rumor mill on Capitol Hill has the nation anticipating a federal government shutdown, which could happen in nine days if Democrats and Republicans can’t agree on the federal spending plan for the remainder of the current fiscal year, which ends on Sept. 30. The current plan runs out on March 4.

According to the Washington Post, federal agencies are preparing, individually, to operate at reduced levels in the event of a government shutdown, which the Obama administration has said it is trying to avoid. Exactly which departments would be closed and which federal workers would be sent home has not been revealed.

But when a government “shuts down,” it doesn’t actually shut down completely — just those those services that are not considered to be “essential,” such as tours at the National Mall or getting rid of the animal poop at the National Zoo (which actually happened during the last government shutdowns in 1995 and early 1996, the Washington Post’s Ed O’Keefe told Fox 5 Morning News).

“Essential” services, according to the Office of Management and Budget, are defined as those that are “essential to the national security or the safety of life and property”; provide for benefit payments and the performance of contract obligations; and provide essential activities that protect life and property, such as medical and emergency care, public health and safety, air traffic control, border surveillance, law enforcement and protection of federal prisons.

Per a Congressional Research Service report from November 1999, the five-day federal shutdown in November 2005 resulted in the furlough of about 800,000 federal employees. The 21-day shutdown from December to January 1996 resulted in approximately 284,000 furloughs, while another 475,000 federal employees continued to work “in a non-pay status,” meaning their federal health benefits continued.

Other consequences of the’05 shutdown, according to the report:

  • New patients were not accepted into clinical research at the National Institutes of Health Clinical Center, and hotline calls concerning disease were not answered.
  • The Centers for Disease Control and Prevention ceased disease surveillance.
  • Toxic waste clean-up work ceased at 609 sites.
  • The Bureau of Alcohol, Tobacco, and Firearms experienced delays processing alcohol, tobacco, firearms, and explosives applications.
  • Work on more than 3,500 bankruptcy cases was suspended.
  • Delinquent child-support cases were suspended.
  • 368 National Park Service sites were closed.
  • 200,000 U.S. applications for passports went unprocessed, as did 20,000-30,000 applications by foreigners for visas every day.
  • All 13,500 Department of Interior Bureau of Indian Affairs employees were furloughed.
  • An estimated 25,000 American Indians did not receive timely payments of oil and gas royalties.

But the mail was delivered.

According to CNN Money.com, this time around, if the government shuts down, we could see hundreds of thousands of federal employees being furloughed, during which time they will not be paid, but should expect a retroactive payback sometime later, unlike federal contract workers. CNN Money points out that the longer the shutdown lasts, the more difficult it becomes for agencies to determine which workers are still essential.

Congress has stated its plans to discuss a short-term spending plan to prevent a shutdown. On Tuesday, Senate Democrats proposed to extend current stimulus-level appropriations for at least a month, meaning a suspension of President Obama’s additional proposed spending increases for the time being, according to FoxNews.com. Republican leaders are working on a counter-proposal that could be released today. According to the network, aides have suggested the counter-proposal will likely call for a short-term plan of two to three weeks, with pro-rated cuts from their original $61 billion cut proposal.

House Republicans posit that Democrats really want a shutdown, as a way of making the Republicans look weak and avoiding budget cuts. And in a statement released today, House Speaker John Boehner said:

“The American people want Congress and President Obama to enact legislation that keeps the government running while cutting spending.  Heeding their will, the People’s House has passed such legislation; the Democratic-controlled Senate, by contrast, has not.  Americans understand we need to stop the spending binge in Washington to create a better environment for job creation.  So I ask Senator Reid, with all due respect: what are you willing to cut?

Instead of huddling with lobbyists to stop spending cuts, the Republican-led House has listened to the people and passed legislation to keep the government open through September while cutting spending.  If the Senate refuses to vote on this bill, the House next week will pass a shorter-term bill to keep the government open that also cuts spending.  We will give Senator Reid and his colleagues every opportunity to follow the will of the people we serve. Our goal is to cut spending to create a better environment for job creation – not to shut down the government.”

Read President Obama’s budget before you pass judgment that it is wrong. I read it and it made a great deal of sense. We need to get off fossil fuel, we need to improve our education system. We need to repair our infrastructure. For centuries, America has rebuilt other countries that we have made wars in, while our bridges and roads fail. This is the 21st century and we should not continue to do business like it was the 1950′s. The world has grown into a world economy and American needs to be competitive, the President has a clear vision to deal with the situation and we should give him a chance. The Current administration has accomplished a great deal in a small amount of time, we should continue working towards goals outlined to improve America.

If we let the Republicans have their way we will continue to lay ruin on the middle class while the very wealth continue to drain the money out of the economy with the tax cuts for themselves and the large corporations.

I agree with you. Our President is doing his best in the situation. We American’s gave chance to Bush – who had started ruining the contry in his first tems only because he didn’t like Sadam??? We need to give Mr. Obama chance to bring change to this country and make it better for all. He also makes mistakes but, he accepts and tries to make it right. Auntie and Ppt, the total deficit for the year, 2007, under President Bush, was $160.7 billion ($160,700,000,000) and the total deficit for February, 2011,ALONE, ONE MONTH, the shortest month of the year, under President Obama, was $223 billion ($223,000,000,000, almost a quarter of a trillion). No Auntie lets not just go along with the President he is bankrupting our country and thats not the worst of his plans for us. And yes Ppt, I am all for giving him a “BRAKE”, but not a break – he has used all of ‘em up in the first (and hopefully, last) half of his presidency.

Why should Congress still receive pay when our servicemen are denied theirs. All Boehner has done since he became Speaker of the House is address social issues. I think I remember that he promised jobs. Where are they. I do not think he has even made a conscious effort to create new jobs. I think his pay should be withheld as long as this shutdown lasts.

Oh thats great! The federal employees will get retro pay, but the federal Contract employees wont??? We are working at the same place for the same cause. This country is so screwed up. Prices on food, gas, and medical are going up, but I bet the percentage of people to get a “cost of living” raise will be be next to none. By this time next year our idot government will have made us into a third world country.

Why should we punish those who made themselves wealthy. Some would call that jealousy. The rich get richer, and who cares about the poor anyway? What a great mentality that our backwards government has. Im glad to know that all the people who already have money and are in high places will keep getting they’re money and all the other people who rely on next to nothing will be the first to get the boot. So the President and all he’s high ups will be paid on time but they might have to suspend toxic waste clean-up, paying military service members, and research that could save the lives of hundreds if not thousands, and maybe even millions. The point is, what kind of place has this country become when it no longer cares about what is important and only about money and whos right and who is wrong. What about the sneaky way that goverment does not have to report corporations since 2010, expenditures from their treasuries, but can do it through other organizations so their are no disclosures that the public will be able to trace to them…thanks to the Supreme Court who passed it in January 2010.

Taxpayers pay for their health care that is top notch, with a staff or doctors at their beck and call without having to leave their offices.

All these fringe benifits come from us, I say we need to budget what we give to the American Congressman and let them figure out where to get it, they are all wealthy anyway.
Cause and Effect…they have not a clue what it means. Americans have to do without, are under mental and physical pressures to see how they can pay their taxes, pay the high cost of living when Congress has done nothing but screwed up our budget and gone nuts…I say we should demand they should be nailed into a closed room until they understand what Peace negotations are about. There’s actually no connection at all between the tax cuts and the numbers of people corporations hire. It’s how busy they are. And are corporations busy if the middle class people have no money? not at all, the businesses aren’t stupid, they’re not going to hire people they don’t need therefore all the money goes into the rich’s bank accounts and is not paid to the middle class (by which process a portion would get back to government by taxes) and it doesn’t get put back into the economy.

As a US Army veteran and former Army wife cutting service people’s pay if just plain WRONG!!! When pay is normal it is hard enough to buy food and diapers and pay the car payment. I can’t imagine being in Afghanistan fighting for my country while worrying about my family suffering at home and not being able to do anything about it. Military Service people are “doers and fixers” they do not handle the feeling of being powerless well. The only people who get hurt by shutting down the government are the little people!!!! Having furloughs can make the difference between repossession and eviction for A LOT of people who are not driving around in cars that the “little people” paid for wearing designer suits paid for by the same “little people”!!!!
Isn’t it strange that that all this is happening around such a busy tourist season?!?! Oh yes let’s shut down while money generating tourist flood the capital with nothing to do!!!! Very Smart! Guess the State Parks could get a boost but think of all the concessions and souvenirs spending the government won’t get. I guess the politicians have Spring Fever and just want a paid vacation.

Sadly this type of attitude is one of our country’s biggest problems!!!! As for me and my house we will continue to pay over $1000 per month for 1 child. Even though it is an unjust amount and it has caused my family to downsize to a painfully small house and sell much of our house hold goods and cause my other children to have to wear clothes from Goodwill and go without and so on and so on….. I will NOT cost “the people” money to police me and MAKE me take care of my obligations.

I think the real problem with America is that people think they are intitled to everything. People don’t know how to live on a budget and within their means or even better they should be living under their means. I’m so happy to say that I’m a veteran and my husband is still serving in the Army. We have two kids (we plan on more), I’m a stay at home mom who served before I had my first child, and we have ZERO DEBT! yep that’s right…how many people in Armerica can say that?…oh did I mention were only 23 and 27… We have zero credit cards, we don’t even owe family money and never have, “we live like no one else, so that later we can live like no one else”, Dave Ramsey…we were debt free far before I read his book but I love his saying. We enjoy vacations and having fun but we do it wisely and enjoy our time as a family…putting our family first. People seriously should look at themselves and evaluate what they are doing that they could change. Enstead of blaiming everyone they should take more responsabilitiy for themselves and their family. I totally agree that money is being wasted and that our President and other people who hold political positions should take a cut in their pay. The Department of Defense has put out that the military are to still work but they wont get paid until the government shutdown is over…seriously?…an “I owe you” If I owed the government money they’d want it now and they’d charge me interest if I didn’t give it to them right away. I’m just thankful that were not a family who is worried if we don’t get paid for awhile because were prepared…like we should be.

What happens though with the students in college who have work study? They get the funds for that from the government

Bring our troops home!!! To hell with the GOP’s agenda in taxcuts for the rich. Our troops don’t get paid, and if they die due to war or non-war, their families don’t get their military insurance benefit to pay for their burial. Jesus said it best, “Hardly a rich man will enter the Kingdom of Heaven.” Go GOP, lol…enjoy your wealth now, relish the lake of fire later…

Funny you say that cause Clinton had the National Deficit finally back on track, right before Bush came in….and We all voted him out because he is a “man” doing “personal” things…And also How are you going to talk about GOD and be calling someone a terrorist, and a baby killer….He and no other man ever has the right to tell me or any other woman what to do with my body…So I thank him for giving me the choice….and Another thing, if a woman is raped, she should have the right to chose, or if there is an underlying health condition that would kill the mother, she should be able to chose….Maybe one day your wife will be faced with that decision…Are you going to raise a baby made by her rapist???? Just sayin’…..So the whole point is is Obama was the best choice we were given, and he doesn’t have it all wrong, just a lot to do to fix this screwed up country….And considering the source in which the “stupid” remarks are coming from……I’ll take it like the shit it is, and flush it…Nuff said.

Funny he may have looked like a dummy on the “view”….but the fact is that he filed for bankruptcy 7 times, yet he is still rich, which means he must know how to spend it, and get it back quickly…He knows what the hell he is doing……especially with money…And I highly doubt any of those “cool” women on the view, made Trump look like a dummy….The View, c’mon…If you said Oprah or someone who mattered, you may have a point.

You are a dumb ass, just when I thought you had a point going you opened your pie hole….Lazy, they were elderly poor folk, and a lot of them in hospitals and retirement homes….Noone came to get them out….You are a piece of shit for thinking that that was their fault…When your family is in a situation such as that, and you can look them in the face and call them lazy bastards, then I will keep my mouth shut, but until then, rich or poor….People are people, and if you don’t have a heart, you are a shit bag…..The country is shit yes….but that isn’t why.

It is more about the sneaking in of a clause to stop pregnancy prevention and sti checks at planned parenthood, so instead we can pay for all of the unplanned pregnancies instead of preventing them, because the republicans on capital hill (not all of them by the way), seem to only equate planned parenthood with abortion, even though only 20 percent of them even offer abortions. Most of them, however, pay more attention to sti’s, pregnancy prevention, and rape kits (several southern states and the hospitals in them do not provide rape kits because they claim it will encourage sex. Both parties need to stop acting like ridiculous children, name calling, pointing, and not giving an inch. Its like attempting to put exculpatory clauses into contracts and then blaming the person for not signing it. The government needs to grow up and just stop, regardless of who started it. I don’t know about you but if my godchildren blame each other for starting something, I tell them that I do not really care who started it, I just care that it stops.

My opinion if the government shutsdown, I think they need to start cutting some of these programs. For one welfare, and foodstamps. Both of these programs are using of alot of our money. In which you the people that are on foodstamps and welfare, have money most of the time there just trying to milk the government. Also, they need to have limits for how a long a person can be a program and actually stick to those limits. Like if a person get food stamp, unemployment or any kind of government assitance it should be a one to two year maximum and that’s it. I do not beleive these funding should be open to people who are capable of working just like everybody else. If you need government assistance then maybe you get off you ass and get a job. And last but not least keep yo legs close, that will save all yall having babies.

I was talking about the able-bodied who chose to stay and then complained. Whether you are poor or not has nothing to do with walking or doing anything you can to save yourself or your family. You do what you have to do. You don’t sit back and wait for someone to save you. Be proactive in your own welfare. I would hate to see how you react in a crisis. I for one, will do whatever it takes to keep my family safe from harm…natural or man made. Too bad you must always resort to vulgarity. Shows who you are and it is very unbecoming.

with the government borrowing 40 cents of every dollar it needs to keep it afloat, just how much longer can we keep this up? Both sides really don’t see this as a crisis? even on the state level, it’s becoming unmanageable to govern. i say let both sides have what they want. Democrats, you hate any being wealthy making over $250K.. So I say go ahead eliminate all the tax breaks, tax them at 100% over $250K. The Republicans, you want spending cut. Well go ahead and cut all you want. Start with the Ryan plan (+$4trillion). Now each side gets what they want and all should be fine right? Lets just see what will happen to the economy and the federal budget. I guarantee 2 things. The economy will collapse and the federal budget still won’t be balanced. So we are headed for ruin and civil war. Just look at history. In th end, neither side give a damn because they are a reflection of the people who vote them into power. We will be the first superpower ever to commit self-suicide. What a sad testimony this will be for our legacy.

I agree we should stop the waste. But there are no simple answers here. If all welfare programs are shut down,many people will die. There are a great number of people that can not help themselves due to health problems and have no choice but to count on assistance. What about them?

I don’t agree cause there are people who work and are willing to work more who get food stamps. It is not just for people who don’t work. I dont agree with that part at all, but I do agree with everything else.
